7.A. - Page 16 <br /> Attachment 1 <br /> WHEREAS, the City Council further takes legislative notice that in 2010, the <br /> Redwood City Police Department issued 220 drug-related citations in the City, and 76 of <br /> those citations were specifically for illegal possession of marijuana; and <br /> WHEREAS, the City Council further takes legislative notice that in 2010, <br /> Redwood City Police Department made 96 arrests for parole violation, and 6 of those <br /> arrests were related to marijuana; and <br /> WHEREAS, the City Council further takes legislative notice that the Redwood <br /> City Police Department anticipates a higher demand on local police services resulting <br /> from the "realignment" of California state prisons which went into effect on October 1, <br /> 2011, which will increase the prisoner population within Redwood City which hosts the <br /> County jail and County probation department; and <br /> WHEREAS, the City Council further takes legislative notice that in 2010, there <br /> were at least four takeover robberies at cannabis clubs in San Jose (Sean Webby, <br /> Police: Criminals Targeting San. Jose's Medicinal Marijuana Clubs, San Jose Mercury <br /> News (Dec. 16, 2010)) and that residential homes growing marijuana for medical <br /> marijuana distribution facilities have been targeted for home invasions (Sean Webby & <br /> Mark Gomez, San Jose: Another Violent Pot Robbery Stokes Cop's Fear of Trend, San <br /> Jose Mercury News (Dec. 30, 2010)); and <br /> WHEREAS, the City Council reasonably anticipates that the City of Redwood <br /> City will experience similar adverse impacts and effects to those noted in other <br /> California communities, especially given historic drug, gang, violence and crime <br /> activities and statistics in Redwood City; and <br /> ATTY/ORD.353/MEDICAL MARIJUANA ADDING ARTICLE 59 TO RWC ZONING CODE <br /> 093011 <br /> 3 <br />
