He asked how <br /> much marijuana the card allows for. <br /> Mr. Cesena agreed with the audience that the card allows for 8 ounces. <br /> Commissioner Schmidt stated that at the same time he does not want to see residents <br /> and establishments robbed and victimized. He stated that recommending a ban does <br /> not seem like the appropriate decision. <br /> Commissioner Bondonno noted that the cities of San Carlos and San Mateo, and the <br /> County of San Mateo already have provisions in place, and there is an act of application <br /> within the county in a neighboring community. He stated it is not necessarily about <br /> access for the peninsula. He stated that he has to start separating out the many <br /> different facets of this conversation, and this meeting is not about the usefulness or <br /> benefit of inedical marijuana as a whole, but rather about the compatibility or land use <br /> issue for it in Redwood City. He noted that he struggles with the land use and where a <br /> facility would even be located. He stated he was in favor of staff's recommendation of <br /> banning the use in Redwood City. <br /> Commissioner Radcliffe noted that she feels it is more of a land use issue rather than a <br /> use issue, also. Zoning is still being updated and once that it is in place it would be <br /> more appropriate to look at this. She noted she would be interested in finding out more <br /> about what a community garden would entail. <br /> Commissioner Tabing stated it seems like it is the wrong question, which is why the <br /> commissioners are struggling. There was a preexisting ban that the council undertook <br /> previously, and now they must continue that or not. He stated that the issue is access to <br /> medicines regardless of what it is called. He stated that the decision here would not <br /> prevent that access in ways that are more appropriate for the community. He stated that <br /> if these are medicines, why are pharmacies and hospitals not involved. Those questions <br /> are not going to be solved here, but the question of zoning. It is an emerging area, <br /> which is why people here are struggling with it. He noted the way zoning works in the <br /> city and given all the work done for the general plan, he would agree with Commissioner <br /> Bondonno in terms of moving forward with the adoption of the staff recommendation. <br /> Commissioner Schmidt agreed that the question is land issues. He wondered when the <br /> commissioners would start looking at the land issues and figuring out if it is going to be <br /> compatible now. <br /> Chair Borgens noted that the recommendation for a sunset clause would make the <br /> council have to stop and take a look at it. She noted that the law enforcement piece of it <br /> is accurate and precise, and the issues that are already surrounding the dispensaries. <br /> She noted that they would be putting a dispensary in a part of town that puts those <br /> they're trying to help at risk, but too far away doesn't work either. She stated she was in <br /> favor for the sunset clause alternative, and by that time the general plan would be <br /> implemented into the land use decisions. <br /> Commissioner Bondonno stated that the decision tonight would merely be a <br /> recommendation to city council, so it wouldn't be the end of the conversation by any <br /> stretch.
