B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 24, 2011 <br />SUBJECT <br />Acceptance — Water System Master Plan Report <br />RECOMMENDATION <br />Accept, by motion, the Water System Master Plan Report and direct staff to implement <br />through the Capital Improvement Program process. <br />BACKGROUND <br />The City's last water master plan was completed in 1986 and now requires updating. A <br />new water master plan is warranted as the system has experienced significant change <br />over the years. Changes are largely attributable to new technologies and increased <br />demand. Revising the water master plan will assist staff to ensure acceptable levels of <br />service to utility customers. The City's Community Development Department, along with <br />the Public Works Services Department, worked with consultants (West Yost and G &E <br />Engineering Systems) to create a new plan for strategic development of the water <br />system. The proposed Water System Master Plan forecasts water demands for new <br />development and redevelopment activities anticipated in the City's General Plan, <br />analyzes and identifies improvements for adequate and reliable water delivery during <br />normal and emergency conditions, and provides for and prioritizes capital improvements <br />to the system for the next 20 years. <br />The plan also fulfills Program BE -138 in the new General Plan to complete a Water <br />Master Plan. Specifically, the General Plan anticipates a Water System Master Plan <br />that uses water demand assumptions from the General Plan itself and the 2010/2011 <br />Urban Water Management Plan to develop recommendations improving water <br />distribution capacity. <br />The main goals of the new Water System Master Plan are: <br />• Develop and implement a complete, effective, efficient, and logical capital <br />improvement plan (CIP) for the City's water distribution system that provides an <br />upgrade /replacement schedule to ensure the water system remains reliable and cost <br />effective. <br />• Develop and implement a seismic improvement plan (SIP) and a capital renewal and <br />replacement program that prioritizes projects by balancing a number of factors <br />including criticality, funding levels, cost benefit ratios, and the City's level of service <br />expectations. <br />• Develop and implement a water strategy that interfaces well with other City planning <br />efforts to support the core purpose of building a great community. <br />
