By motion, declare the firearms and ammunition on the attached list surplus <br />2. Authorize the City Manager or designee to execute the Memorandum of <br />Understanding with the South Bay Regional Public Safety Training Consortium <br />3. Authorize staff to transfer the items per the Memorandum of Understanding <br />BACKGROUND <br />The Police Department is in possession of 15 functional and 2 non - functional <br />Remington 12 gauge shotguns which are no longer used as service weapons by the <br />department. The Police Department is also in possession of ammunition for the <br />shotguns. These firearms have not been used in service for over ten years and have <br />reached the end of their useful life cycle as measured by department efficiency and <br />effectiveness standards and are considered surplus by the Police Department. <br />California Government Code section 37351 and Section 3- 1/2(d) of the Charter of the <br />City of Redwood City, permit the sale of any City personal property having an appraised <br />value of five thousand dollars or less without public notice or public bid for any <br />reasonable amount, irrespective of its appraised value. It also allows the City to <br />dispose of surplus property no longer required or needed for present, prospective <br />municipal or public purpose without sale. Staff recommends that the items in the <br />attached list be transferred to the South Bay Regional Public Safety Training <br />Consortium (the Consortium) per the terms of the attached memorandum of <br />understanding by the end of the year. Continued storage of this surplus property may <br />not be financially beneficial for the City as the firearms will have less re -sale value as <br />they age in the surplus lot. <br />Attached is a list of the items to be transferred to the Consortium and the memorandum <br />delineating the terms of the transfer. The Consortium, which operates under a Joint <br />Powers Agreement with eight local community colleges, is the primary provider of both <br />basic police recruit training and on -going in- service training for local police agencies and <br />is used by the Police Department for training new and current officers. The shotguns <br />and ammunition will be retained by the Consortium and used in the training of new <br />
