6.1.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
October 24, 2011
SUBJECT
Disposal of Surplus Property
RECOMMENDATION
1. By motion, declare the firearms and ammunition on the attached list surplus
2. Authorize the City Manager or designee to execute the Memorandum of
Understanding with the South Bay Regional Public Safety Training Consortium
3. Authorize staff to transfer the items per the Memorandum of Understanding
BACKGROUND
The Police Department is in possession of 15 functional and 2 non - functional
Remington 12 gauge shotguns which are no longer used as service weapons by the
department. The Police Department is also in possession of ammunition for the
shotguns. These firearms have not been used in service for over ten years and have
reached the end of their useful life cycle as measured by department efficiency and
effectiveness standards and are considered surplus by the Police Department.
California Government Code section 37351 and Section 3- 1/2(d) of the Charter of the
City of Redwood City, permit the sale of any City personal property having an appraised
value of five thousand dollars or less without public notice or public bid for any
reasonable amount, irrespective of its appraised value. It also allows the City to
dispose of surplus property no longer required or needed for present, prospective
municipal or public purpose without sale. Staff recommends that the items in the
attached list be transferred to the South Bay Regional Public Safety Training
Consortium (the Consortium) per the terms of the attached memorandum of
understanding by the end of the year. Continued storage of this surplus property may
not be financially beneficial for the City as the firearms will have less re -sale value as
they age in the surplus lot.
Attached is a list of the items to be transferred to the Consortium and the memorandum
delineating the terms of the transfer. The Consortium, which operates under a Joint
Powers Agreement with eight local community colleges, is the primary provider of both
basic police recruit training and on -going in- service training for local police agencies and
is used by the Police Department for training new and current officers. The shotguns
and ammunition will be retained by the Consortium and used in the training of new
