10/24/2011 <br /> <br />of such member to the Committee shall be considered to be terminated; and the Committee <br />shall give notice of such vacancy to the member so terminated and to the Planning <br />Commission. <br /> <br />Section 4. <br /> The City Council finds that this Ordinance is not subject to the California <br />Environmental Quality Act (“CEQA”) and the State CEQA Guidelines (California Code of <br />Regulations, Title 14, Sections 15000 et seq., hereafter the “CEQA Guidelines”). This <br />Ordinance is not a “project” for purposes of CEQA, as that term is defined in CEQA Guidelines <br />Section 15378, because the Ordinance involves an administrative activity of the City of <br />Redwood City that will not result in direct or indirect physical changes in the environment, and <br />instead relates to general policy and procedure making of the city. Further, even if this <br />Ordinance is deemed a “project” and therefore subject to CEQA, the Ordinance is exempt under <br />CEQA Guidelines Section 15061(b) (3) because it is not a project which has the potential for <br />causing a significant effect on the environment. <br />Section 5. <br /> If any section, subsection, clause or phrase of this Ordinance is for any <br />reason held to be invalid, such decision shall not affect the validity of the remaining portion or <br />sections of the Ordinance.
