STAFF REPORT <br />A. Consideration of Establishment of City Council Rules of Procedure and <br />Order <br />Recommendation: <br />Consideration of Establishment of City Council Rules of Procedure and <br />Order. <br />Mayor Ira introduced the item and said that he wanted this before Council due to the <br />fact that there have been recent and controversial projects which would benefit from the <br />existence of such guidelines. Furthermore, with the withdrawal of the Planned <br />Parenthood appeal, he had called the City Attorney and discussed that this might be the <br />perfect time to see if there is Council interest to pursue this matter. Tonight he is not <br />looking for real discussion just a consensus that this should come back to Council for <br />discussion and approval. <br />City Manager Bell also noted that the Council does not have any formal rules and <br />procedures and while it prides itself in having professional and respectful meetings it <br />would make sense to have a set of written guidelines. He said this could be achieved <br />through a Council subcommittee which would be working with staff. <br />Mayor Ira noted he had two volunteers who wanted to serve on the Council Rules <br />of Procedure and Order Ad Hoc Committee. They are Council Member Foust and <br />Council Member Seybert. Council Member Pierce withdrew her interest to serve but <br />offered to send her suggestions to the subcommittee for consideration. <br />8.
