6.2.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />November 14, 2011 <br />SUBJECT <br />Final Acceptance — Dove Beeger and Westwood Parks Play Area Renovation <br />RECOMMENDATION <br />Accept, by motion, the Dove Beeger and Westwood Parks Play Area Renovation <br />Project and authorize the release of bonds and retention according to city procedures. <br />BACKGROUND <br />On January 24, 2010, Council awarded the construction contract for the Dove Beeger <br />and Westwood Parks Play Area Renovation Project to CF Contracting of San Rafael, for <br />$342,082. <br />This project replaced the outdated play equipment at both parks. At Dove Beeger Park <br />the large climbing structure in the school age play area and the tot lot's play equipment <br />and fencing were replaced. Grass areas were renovated and concrete walkways were <br />added. At Westwood Park, a fenced -in tot lot was installed with new play equipment. <br />ANALYSIS <br />The Dove Beeger and Westwood Parks Play Area Renovation Project was successfully <br />completed in accordance with the plans and specifications for a total contract cost of <br />$364,559.56. Two (2) change orders totaling $22,477.56 were issued, which is 6.6% <br />more than the contract amount originally awarded, but within the authorized contingency <br />amount. The change orders related to unexpected field conditions. The original <br />renovation plans retained approximately 4,200 square feet of existing lawn at Dove <br />Beeger Park but as the poor condition of the existing sod became apparent, staff <br />determined that it was necessary to re -sod this area for an acceptable finished product. <br />Construction at both parks began on January 24, 2010, and substantial completion was <br />achieved on July 15, 2011, within the 170 days allowed by contract. Both parks were <br />opened to the public as anticipated on July 15, 2011. As contractually required, CF <br />Contracting concluded a 60 -day maintenance period of the new installations on <br />September 15, 2011. <br />ALTERNATIVES <br />Council may choose not to accept the project, or authorize the release of bonds and <br />retention which would be contrary to the terms of the contract and prior Council action. <br />
