B. - Page 2 <br /> The attached professional services agreement is solely for the first phase of the District <br /> formation and design of the joint trench along both sides of Middlefield Road. The first <br /> phase includes surveys and utility mapping, preparation of the legal description of the <br /> UUD, and the design of the preliminary Intent Drawings to be submitted to the utility <br /> companies for review and preparation of their electrical and communication designs. <br /> Based on recent discussions with PG&E, the design for their electrical distribution <br /> system and the preparation of the completed utility design drawings will take up to two <br /> years (originally they had stated three years, but staff was able to negotiate to two <br /> years) due to PG&E's backlog of other projects. Staff also asked if the City could assist <br /> in designing the electrical distribution system but were told this was not possible. Staff <br /> will continue to work with PG&E to expedite the electrical distribution design. <br /> When PG&E submits their final electrical design staff proposes to amend Bellecci's <br /> agreement to prepare the final design for the streetscape and joint trench design. This <br /> includes preparing the composite drawings for the joint trench based on the utility <br /> companies power and communication design, the streetscape plans, and the pro-rata <br /> spreadsheet that tracks the percentages of each utility companies facilities in the joint <br /> trench and is the basis for the City's reimbursement. <br /> Over the past several months, staff has met with the four utility companies (PG&E, <br /> AT&T, Comcast & Astound) to review and verify the boundary for the proposed District. <br /> The City has also met with the County (San Mateo County is currently awaiting <br /> engineering designs from PG&E for their Phase II Middlefield Road UUD) to coordinate <br /> the city/county joint trench designs and the streetscape plans at the jurisdictional limits. <br /> The estimated construction cost for PG&E's underground utility district portion of the <br /> work is $7.7 million. The City will draw from existing PG&E Rule 20A allocation funds for <br /> the joint trench design and construction. As of August 4, 2011, the city currently has <br /> $6.37 million in work credit allocation funding and an estimated $7.7 million by 2015. In <br /> addition, AT&T, Comcast and Astound will also participate in the underground district <br /> and pay their pro-rata share of the cost of the proposed joint trench and substructures. <br /> The City is responsible for contributing to the joint trench since the wooden utility pole- <br /> mounted streetlights will be removed and new streetlights installed. As of October 31, <br /> 2011, under the Gas Tax Construction Fund,-Underground Overhead Utility Program <br /> and Street Light Installation, the City has available $238,316 and $376,893, respectively <br /> for a total of $615,209. <br /> Upon completion of the joint trench design phase, staff will prepare a funding strategy <br /> for the construction that will include estimated pro-rata cost for all the utilities, the <br /> County of San Mateo's portion of the undergrounding and the City's portion of the <br /> undergrounding. In addition, funding requests will be proposed for the Middlefield Road <br /> streetscape improvements for such things as new crosswalks, new bus stops, street <br /> trees, new curb, gutter and sidewalks during the 2012-2013 Capital Improvement <br /> Program funding cycle. <br /> ALTERNATIVES <br />
