6.2.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 12, 2011 <br /> SUBJECT <br /> Final Acceptance — Sanitary Sewer and Storm Replacement Project (Manzanita Street, <br /> Shasta Street, Spruce Street, Heller Street, and Pine Street) <br /> RECOMMENDATION <br /> Accept, by motion, the Sanitary Sewer and Storm Replacement Project and authorize <br /> the release of bonds and retention according to city procedures. <br /> BACKGROUND <br /> On January 24, 2011, the City Council awarded a construction contract for the Sanitary <br /> Sewer and Storm Replacement project to Robert F. Enz Construction, Inc., to replace <br /> sewer main pipes. This project was identified in the Sewer Master Plan as Priority 1 to <br /> improve the overall flow and condition of the collection system. <br /> ANALYSIS <br /> The contract was awarded for a base bid of $1,116,405.00. The project was <br /> successfully completed in accordance with the plans and specifications. Change orders <br /> were issued totaling $113,756.81. The final contract amount is $1,230,161.81 which is <br /> 10.2% more than the initially awarded contract amount. Change orders resulted from <br /> unforeseeable site conditions. Change orders included payment for: <br /> a. Delay claim by Contractor due to contaminated soil issue <br /> b. Differing site condition claim due to presence of cement treated base rock <br /> c. Realignment of proposed storm drain and sanitary sewer pipeline due to conflict with <br /> unknown and unmarked existing utility <br /> d. Installation of additional anodes to provide cathodic protection <br /> e. Installation of moisture barrier and straw waddles around the excavated soil on city's <br /> property <br /> Robert F. Enz Construction, Inc., started construction in February, 2011 and achieved <br /> final completion in September, 2011. The contract time was extended beyond the 65 <br /> days initially allowed for this project. <br />
