Attachment 3. a.
R E PO RT 7.C. - Page 13
To the Redwood City Planning Commission
From the Historic Resources Advisory Committee
November 15, 2011
SUBJECT
Application for Historic Landmark Designation for a residence located at 1842 Whipple
Avenue
Address: 1842 Whipple Avenue,
APN: 052-044-010
Zoning District: R1-8 (Residential Single Family Dwelling — 8,000 square foot minimum
lot size)
Property Owner: Susan McClellan
RECOMMENDATION
Set a public hearing for December 6, 2011 to consider whether to recommend to the
City Council that the residence and subject property located at 1842 Whipple Avenue be
designated as a Historic Landmark
DISCUSSION
Staff and the Historic Resources Advisory Committee (HRAC) recommend that the
Planning Commission hold a public hearing to receive comment on whether the
property located at 1842 Whipple Avenue should be designated a historic landmark per
Chapter 40 of the Redwood City Municipal Code. A copy of the historic report regarding
the property is attached. The property owner is also seeking a Mills Act Contract,
however that is not to be considered in this aspect of this process.
The historic landmark designation process can be characterized as a four-step process
which first involves a recommendation from the HRAC to the Planning Commission on
the application for landmark designation. The Planning Commission must then
determine whether to hold a public hearing on the application. If it is determined not to
hold a public hearing, the application is denied and that is the end of the process. If the
Planning Commission sets a public hearing on the application, then, after receiving
public input, they may make a recommendation to approve the designation to the City
Council. The final action on the landmark designation is then taken by the City Council
at a second public hearing.
PUBLIC NOTIFICATION
If the Planning Commission supports holding a public hearing to consider the landmark
designation, a public hearing notice regarding this item will be advertised in the
newspaper in compliance with the Historic Preservation Ordinance.
FUTURE STEPS
As outlined in Section 40.7 of the Municipal Code, the next step in the historic
designation process involves the following:
