Recommend that the City Council designate the single family dwelling and property <br /> located at 1842 Whipple Avenue as a historic landmark per Chapter 40 of the <br /> Redwood City Municipal Code. <br /> b. If recommended for landmark designation to the City Council, make an additional <br /> recommendation that the City Council approve a Mills Act Contract for the subject <br /> property per section 40.5.K of the Redwood City Municipal Code. <br /> BACKGROUND <br /> • January 4, 2011: The property owner/applicant submitted a detailed historic report <br /> (called a DPR 523 form) which evaluated the historic status of the subject property. <br /> This analysis was prepared by Julie Cain, a certified historic preservation consultant <br /> (attachment 1). The purpose of such a submittal is to seek landmark status for the <br /> subject single-family dwelling, <br /> • February 10, 2011: At their regular monthly meeting, the HRAC reviewed the historic <br /> report and took the following action: <br /> 1) Found the historic report to be adequate and complete <br /> 2) Recommended the subject historic resource be designated by the City Council as <br /> a historic landmark (attachment 2) <br /> • June 6, 2011; The HRAC held a special meeting on-site and reviewed the terms of <br /> a potential Mills Act Contract for the long term rehabilitation and maintenance of the <br /> subject property. The HRAC recommended that the Planning Commission <br /> recommend to the City Council that the Mills Act contract be approved as revised. <br /> (attachment 3) <br />
