2. This Planning Commission recommends that the City Council certify the FOR <br />and adopt the MM RP for the D owntown Precise Plan pursuant to the PP llcabl <br />requirements CEQA and the CEQA Guidelines based on the following findings <br />of the Planning Commission: <br />a. That the FEIR was presented to the Planning Commission and the Plannin <br />Commission has reviewed and analyzed the FEIR and other information in the <br />entire record and has considered the information contained therein, including the <br />written and oral comments received a t the public hearings on the FEIR and the <br />Project, prior to acting upon and recommending certification of the FEI ; and <br />b. That the Planning Commission has determined that the FEIR is adequate and <br />sufficient and has been completed in compliance with CEQA and the CEQA <br />Guidelines, and represents the independent judgment of the City of Redwood <br />pity. <br />3.
