That with regard to the drainage system, the first condition of the <br /> Use Permit requires that the adequacy of the drainage system is <br /> subject to:the sound determination of the Director of Public Works <br /> with due regard to the drainage system overall; <br /> 2. That Condition 2. requiring a traffic engineer, in cooperation with <br /> the City Traffic Engineer, to submit a report analyzing parking <br /> characteristics in order to ascertain that the off-street parking on <br /> Clinic property does serve Clinic needs is appropriate in that the <br /> facilities are being constructed to address the present on-street <br /> parking problem and that the provision for a study following <br /> construction addresses any residential problem which may occur after <br /> , the fact; <br /> 3. That Condition 3. is not vague in that it specifies a masonry wall <br /> along the Upland Road frontage is required and that other <br /> requirements are not specific because landscaping plans are to be <br /> submitted; <br /> 4. That issuance of an architectural permit and the landscaping plan are <br /> � subject to the sound discretion of the reviewing agency; <br /> 5. That the statements in the fifth paragraph of the appeal are <br /> conclusionary and are not supported by facts; <br /> and that the Clinic will make available and require use of automobile <br /> identification stickers for the cars of all of its employees and the <br /> professional staff. <br /> Councilman Claire stated for the record that he does not oppose the proposed <br /> expansion of parking facilities at the Clinic, but believes more adequate <br /> studies regarding traffic and parking problems should be submitted before a <br /> Use Permit is granted and that the storm drain situation should be studied <br /> also. <br /> The motion carried on the following roll call vote: <br /> Ayes: Councilmen Bury, Chandler, and Stangel <br /> Noes: Councilman Claire and Vice Mayor Mosher <br /> M/S: Bury/Chandler to terminate proceedings with regard to.the previous <br /> application of the Redwood Medical Clinic related to a 6,300 square-foot <br /> parking structure. <br /> Carried unanimously by voice vote. <br /> � � <br /> JAC N C.
