' <br /> Attention: City Manager <br /> City Attorney <br /> Planning Director <br /> Public Works Director <br /> Police Chief <br /> SUBJECT: McDonalds's Restaurant drive-through service-536 Whipple Avenue <br /> Meeting of the Council of the City of Redwood City on August 27, 1984 <br /> Present: Councilmen Bury, Chandler, Nb sher, Rhodes, Stangel, and <br /> Mayor Britschgi <br /> Absent: Councilman Claire <br /> The following motion was made and entered on the minutes: <br /> M/S: Rhodes/Chandler to grant the appeal so that the application to allow <br /> drive-through restaurant service at McDonald's may proceed. <br /> City Attorney Schricker advised that if the motion is approved then it would <br /> � affect every section of the Zoning Ordinarice where "restaurant" or "drive-in <br /> restaurant" appears. Mr. Schricker said that the alternative might be to <br /> amend the Zoning Ordinance as a legislative act either by referring it to the <br /> Planning Commission with a request for review or by adopting a resolution <br /> initiating proceedings. <br /> In response to questions, Mr. Schroeter said that if the subject is simply <br /> referred to the Planning Cortmission as a possible Zoning Ordinance amendment, <br /> then the appeal would be denied. However, if the Comnission decides that <br /> restaurants should include drive-through restaurants, then the appellant <br /> would not need to appeal, since it vrould be an entitlement of the zoning. <br /> CHANGE OF MOTION: Rhodes/Mosher to deny the appeal of the decision of the <br /> Zoning Administrator to refuse to accept an application for modification of <br /> Use Permit to allow drive-through service entry from McDonald's Restaurant, <br /> 536 Whipple Avenue; and to refer the subject of whether or not drive-through <br />
