That a development plan for the entire project area be submitted which shows the location of the dwellings on each property, driveway locations, minimum setbacks for all four yards of each parcel, and intended uses and design of the open space area. 2. That the setback for all garages from the back of sidewalk be a minimum of 19 feet, and that the setback for all garages from the curb be a minimum of 22 feet and sidewalks on both sides of streets. 3. That the two oak trees shown in the right-of-way for Horgan Avenue, be inspected by a professional tree surgeon to determine their condition and whether they should be retained; the findings shall be reviewed and confirmed by the Park and Recreation Department prior to issuance of any construction permit. 4. That a plan for all trees within or adjacent to paved surfaces be prepared by the applicant which shows how the roadways are to be constructed in order to preserve the trees; this plan shall be approved by the Park and Recreation Department prior to any excavating or paving work. 5. That the developer pay $2,240 to the City as their share of the cost for the prior preparation of the Horgan Ranch Specific Plan and EIR. 6. That the Planned Development Permit be recorded prior to the cortonencement of construction. 7. That all recommendations of the Department of Public Works contained in the attached communication from the Director of Public Works to the Planning Director, dated Oecember 27, 1983, be made conditions of approval (see below -- one change to be made). 8. That the terms and conditions of the subject permit inure to the benefit of, and be binding upon, the permittee or his successors, heirs, grantees, assigns, and transferees, and apply to the entire Planned Development area or any portion thereof.
