D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 9, 2012 <br /> SUBJECT <br /> Agreement between the San Mateo County Superintendent of Schools and the City of <br /> Redwood City for San Mateo County Child Care Partnership Council Services <br /> RECOMMENDATION <br /> Approve by motion and authorize the City Manager to execute the agreement between <br /> the City of Redwood City and the San Mateo County Superintendent of Schools for <br /> Child Care Partnership Council Services. <br /> BACKGROUND <br /> The Child Care Coordinator position provides consultation services between child care <br /> providers and City departments; develops program collaborative efforts throughout the <br /> city; provides information and referral services to providers, parents and the School <br /> District; and supports the City's General Plan policy and program implementation and <br /> support on development projects. <br /> The San Mateo County Superintendent of Schools is the lead agency and fiscal agent <br /> for the Child Care Partnership Council, and they have requested that the City provide <br /> services in support of their work through the remainder of the fiscal year. The purpose <br /> of the San Mateo County Child Care Partnership Council is to collaboratively develop, <br /> promote and update a plan for a comprehensive, countywide childcare and <br /> development system. It provides a community venue where the impact of state and <br /> federal child care and family policies, proposed legislation or regulation can be <br /> examined from multiple viewpoints. <br /> ANALYSIS <br /> Currently, the Child Care Coordinator position is a half time position due to past budget <br /> reductions. Council requested that staff continue to work with our community partners <br /> to try to add back more hours to this position. As a result of staff's outreach efforts, <br /> qualifications and countywide relationships, the San Mateo County Superintendent has <br /> asked that the Child Care Coordinator provide services to support the work of the <br /> County's Child Care Partnership Council. The County is willing to contract with the City <br /> to reimburse the Child Care Coordinator hours up the equivalent of .3 FTE, plus travel <br />
