Julie Hansen said she has lived on Highland Avenue since 1982 and the traffic has <br /> gotten worse with cars squealing and almost hitting one another and she noted that <br /> there had been a fatality there when a commuter skidded on watery pavement and hit a <br /> resident while she was getting her mail. She spoke in opposition to the project and <br /> opined that the road is not safe on sunny days and horrendous during rainy days with <br /> people not stopping when going down the hill. <br /> Frank Kabiri said he is against the project. <br /> Sergio Nibbi said he and his brother own one of lots in question. He said that around <br /> 1945 their father and uncle bought two lots at the end of Laurel Way, which was a dirt <br /> road, and they lived there over 60 years waiting for a house to be built there. He opined <br /> that homes can be built there without great difficulty, and is a benefit to the City in the <br /> form of more in property taxes, and he hopes for beautiful homes, improved roads, and <br /> increased safe ty with more stop signs. <br /> Bob Cervenka spoke in support of project, against the appeal, and he noted that his son <br /> is one of landowners who are a longtime resident living within sight of this project. He <br /> said the home was annexed into Redwood City in 1969, the parcel sizes are consistent <br /> for that area, and these homes will be higher quality and would be a win-win. He opined <br /> the project will clean up the garbage at the site and benefit the City. <br /> Oder Haner spoke about the CEQA (California Environmental Quality Act) language <br /> and noted that section 1524 of the Act does not require the lead agency to conduct <br /> every test. He said they have had the four best geologists in the area telling them this <br /> project is more than feasible and he quoted sections of CEQA. <br /> Lieu Nguyen was not present when called. <br /> Karen Cervenka said her son owns a parcel on Laurel Way that was annexed by <br /> Redwood City in 1969, and that when he purchased it, he was told that he could not <br /> build on it without this EIR. She spoke about benefits this project would bring to the <br /> City, such as prevention of illegal dumping, and she also noted that her son could be <br /> bought out if there is a desire to preserve it as open space. <br /> Brian Cervenka said he is one lot owners, was born and raised in Redwood City, and <br /> has fond memories of area. He wants to make clear that when lots went up for sale, the <br /> previous neighbors knew it would eventually be built on, but it seems they do not want it <br /> now that they have their own homes. <br /> Michelle Ross opposes this development and she owns three lots, one with a home and <br /> two that are adjacent that are not buildable because they are nonconforming, <br /> nonstandard, highly sloped, and the existing zoning regulations do not allow it.
