Beverley May, owner of Redwood Massage and Sauna and working on government <br /> affairs for the California Massage Therapy Council, noted that the governor had signed <br /> a cleanup bill that would go into effect in January. She spoke in support of regulation <br /> and certification of this type of establishment. However, she shared one concern about <br /> the requirement of having to obtain a prescription for massages to be provided in <br /> people's homes as this could be a burdensome. Ms. May thanked the City for its <br /> engagement with local massage owners. <br /> One Council Member inquired about the need to update and keep up with the changes <br /> in the law. Ms. Thompson commented that she could add a provision stating "code <br /> section as amended" so that our regulations will not be obsolete. Dr. Bell said that the <br /> City had contacted the County and informed them that we were looking at this issue. <br /> Council was supportive of following the State Law and only allowed state-certified <br /> massage workers and businesses. One Council Member suggested sending a letter <br /> from the Council to the County encouraging them to pass a similar ordinance. Vice <br /> Mayor Aguirre supported this idea adding that it would be favorable to have the County <br /> of San Mateo be a partner in this effort. Council also asked staff to continue discussion <br /> with Ms. May on the issue of certification to make sure there were no unintended <br /> circumstances. Mayor Ira appreciated the way staff was addressing this issue and he <br /> was sad that Redwood City is getting a bad reputation when only legitimate <br /> establishments exist in our boundaries. <br /> M/S FousUAguirre to modify the ordinance and bring it back to the Council for <br /> introduction and give business owners six-months to fall under the new regulations. The <br /> motion includes staff writing a letter to the County of San Mateo Board of Supervisors <br /> inviting them to follow the city's position. Motion carried by unanimous electronic <br /> vote. <br /> B. Acceptance - Water System Master Plan Report. (802) <br /> Recommendation: <br /> Accept, by motion, the Water System Master Plan Report and direct staff to implement <br /> through the Capital Improvement Program process. MINUTE ORDER 11-179 <br /> Mr. Ekern, Director of Community Development, gave a very brief presentation on the <br /> plan that would set the work for the next 20 years establishing goals and measurements <br /> for this time period (presentation on file). He said it was a comprehensive report and <br /> some of the key elements include continuing the seismic retrofit and restoration of other <br /> tanks and improve the fire capacity of the city. <br /> One Council Member asked if we reached out to other jurisdictions including the Town <br /> of Woodside. Mr. Ekern confirmed that we did serve other jurisdictions and this <br /> sounded like an appropriate discussion to have. <br /> M/S Seybert/Bain to approve the staff recommendation.
