because traffic studies have indicated that the maximum volume of hourly <br />vehicles per lane occurs at speeds of 25 to 30 rnph. <br />8. Reducing motor vehicle speeds in downtown facilitates access to downtown <br />shopping as downtown ignage and stores are designed to market to pedestrians <br />and slower moving vehicles. <br />9. The Pedestrian Enhanced Design Policy is hereby adopted and shall be applied <br />to Downtown because it protects the public hearth and safety of Downtown <br />residents by assuring that improvements in the vicinity are evaluated with <br />pedestrian focused approach using PE Indicators ". <br />10.
