The economic development goals and <br />policies of the Redwood City General Plan include creating more <br />job opportunities. The Project may promote such goals and <br />policies by potentially generating additional jobs for local residents, <br />and by potentially generating spin- off /secondary biotechnology <br />employment in the area. <br />b. Signifi Unavoidable lrx act and overridin Considerations. <br />Prot Impacts The following impacts were determined by the EIR to be <br />impacts directly resulting from the Project. The letters and numbers assigned to each <br />impact below correspond to the letters and numbers assigned to each impact in the <br />SE R. <br />Housing Impact (no Impact - number - g iven in SEI : Project impact on City's <br />residentsljob ratio and on citywide demands for new housing units. The 1996 <br />Midpoint Technology Park Eli , upon which the SEIR for the Project was based, <br />concluded that the potential effects of the overall Technology Park development on <br />the City's residents /job ratio and on citywide demands for new housing units <br />(including demands for affordable housing units), represented a significant <br />unavoidable impact. No mitigation specific to these impacts was adopted, and an <br />associated Statement of overriding Considerations was adopted by the City in <br />1 997. The Project would reduce the overall Midpoint Technology Park employment <br />total (assuming full buildout ) and the associated overall residents job ratio impact, <br />but not to a less than significant level. <br />Mitigation: No mitigation specific to this impact was adopted, and an associated <br />Statement of overriding Considerations pursuant to CE QA Guidelines <br />1 12 . b , Significant nv r nmerr 1 Effects Which Cannot be Avoided if the <br />Proposed Project is Implemented, was adopted by the City. No additional <br />mitigation is required. <br />Finding} A Statement of overriding Considerations was already adopted by the <br />City for the office use at the Project site. In that statement, it was determined that <br />while job- related housing was not proposed to be constructed o n or near the <br />Project, nor were in -lieu housing fees required, implementation of the City 3 s <br />Housing Element with regard to Citywide Housing Program Strategies would assist <br />the City to provide additional housing, including affordable units. Nonetheless, <br />impacts to the residents /jobs ratio and housing demand would remain significant <br />and unavoidable. <br />Overriding Consideration: For the Midpoint Technology Park EIf , the Planning <br />Commission found that the environmental, economic, social and other benefits of <br />the project override the significant impact described above.
