6.2.A. - Page 1
To the Honorable Mayor and City Cou nci I
From the City Manager
January 23, 2012
SUBJECT
Final Acceptance — 2010-2011 Spot Repair and Overlay Project Improvements
RECOMMENDATION
Accept, by motion, the 2010-2011 Spot Repair and Overlay Project improvements, and
authorize the release of bonds and the retention according to city procedures.
BAC KG RO U N D
On June 13, 2011, Council awarded the construction contract for the 2010-2011 Spot
Repair and Overlay Project to MCK Services, Inc. of Concord. The project was
awarded for a base bid of $1,040,666. Construction began in August, 2011, and
substantial completion was achieved November, 2011.
ANALYSIS
The 2010-2011 Spot Repair and Overlay Project resurfaced Connecticut Drive,
McGarvey Avenue, Westgate Street, and East Bayshore Boulevard. Portions of Laurel
Street and Broadway were also resurfaced. (See the attached Project Location Map.)
A final inspection was conducted and it was determined that the project was
successfully completed in accordance with the plans and specifications and within the
time allowed by the contract. Three (3) change orders totaling $51,269.59 were issued.
The final contract amount is $1,091,935.59, which is 4.9% more than the contract
amount initially awarded. Change orders resulted from quantity adjustments.
ALTERNATIVES
Council may choose not to accept the project improvements or authorize the release of
bonds and retention which would be contrary to the terms of the contract, prior Council
action, and public contracting code.
FISCAL IMPACT
Sufficient funding for the work of this project was previously approved and appropriated
as State Prop 42 -- Street Pavement Management Program, Transportation Fund
(Measure "A') -- Street Pavement Management Program, and Various Transportation
Grants -- Street Pavement Management Program.
ENVIRONMENTAL REVIEW
Not applicable to this report.
