B. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> From the City Manager <br /> January 23, 2012 <br /> SUBJECT <br /> An Ordinance Adding Division 5.5, Sections 3.93 through 3.96 of Chapter 3 to the <br /> Redwood City Code Relating to Modification of sign regulations <br /> RECOMMENDATION <br /> Waive Second Reading and Adopt an Ordinance Adding a New Division 5.5, Sections <br /> 3.93 through 3.96 of Chapter 3 to the Redwood City Code Relating to Modification of <br /> Sign Regulations. <br /> BAC KG RO U N D <br /> During its meeting on January 9, 2012, the City Council waived the first reading and <br /> introduced this ordinance, and it is presented at this meeting for second reading and to <br /> be adopted. <br /> Currently the City's sign ordinance allows modifications to sign regulations through the <br /> Planned Development Permit process but has no parallel provision for modification <br /> when an applicant must apply for a Planned Community Permit because the property is <br /> located within an area regulated by a Precise Plan. (All Development within a Precise <br /> Plan area is approved through a Planned Community Permit while development not in a <br /> Precise Plan area is approved through a Planned Development Permit.) The proposed <br /> ordinance allows modifications to sign regulations to be approved through both the <br /> Planned Development and the Planned Community Permit. Modifications under either <br /> may only be approved if the specified findings may be made. <br /> The required findings to grant a modification are as follows: <br /> 1. The proposed sign program, as a whole conforms to the purposes and objectives <br /> of the Sign Ordinance and any applicable Precise Plan; <br /> 2. The sign is in harmony with the character of the surrounding neighborhood or <br /> d istrict; <br /> 3. The quality exceeds the standards typically required; <br /> 4. The proposed sign will not be detrimental to the health, safety, peace, morals or <br /> general welfare of persons residing or working in the neighborhood or be <br /> detrimental or injurious to property and improvements in the neighborhood, or to <br /> the general welfare of the City; and <br />
