8.A. - Page 1 <br /> To the Honorable Mayor and City Cou nci I <br /> from the City Clerk <br /> January 23, 2012 <br /> SUBJECT <br /> Appointment to the Planning Commission <br /> RECOMMENDATION <br /> It is recommended that the Council make an appointment to the Planning Commission <br /> to fill an unexpired seat which ends June 30, 2012. The two finalists for City Council <br /> consideration are Craig Robinson and Shawn White. <br /> BAC KG RO U N D <br /> In late 2011, there was a resignation on the Planning Commission. The expired seat <br /> would serve until June 30, 2012 and the appointee will serve the remainder of this seat. <br /> The City Council directed staff to begin recruitment to fill this unexpired seat. Staff <br /> handled the recruitment process in conjunction with other recruitments for Boards, <br /> Commissions and Committees (BCC) but giving priority to this recruitment. As per <br /> Council direction, such recruitment process took into consideration recommendations <br /> from a Management Partners study on the issue of Boards, Commissions and <br /> Committees recruitment processes (May 11, 2011). <br /> Fourteen eligible applicants were checked for residency and voter requirements. The <br /> City Council reviewed all the applications and selected six applicants for interview. The <br /> interview session took place on November 21, 2011. At City Council meeting of <br /> December 12, 2012 the Council decided as a next step to interview two finalists. The <br /> two finalists selected by Council were Craig Robinson and Shawn White. <br /> Subsequently, they were interviewed individually for fifteen minutes each. One was <br /> interviewed on January 9, 2012 and the other on January 23, 2012. <br /> ANALYSIS <br /> The City Council appoints to the Planning Commission, a regulatory and quasi judicial <br /> body that handles many land use matters for the City Council. Taking into consideration <br /> input from Management Partners on the current BCC process, the selection process <br /> was adjusted to allow for a more thorough, in-depth interview process between the <br /> Council and the applicant. Due to the large number of applicants the Council selected <br /> six individuals for interviewing and then two finalists for the last round of interviews. The <br /> two finalists currently serve on other BCCs, and once one is appointed he would have to <br /> resign from such seat. This would create a vacancy on either the Housing and Human <br /> Concerns Committee (Craig Robinson) or Parks, Recreation, and Community Services <br /> Commission (Shawn White). <br />
