8.A. - Page 1 To the Honorable Mayor and City Cou nci I from the City Clerk January 23, 2012 SUBJECT Appointment to the Planning Commission RECOMMENDATION It is recommended that the Council make an appointment to the Planning Commission to fill an unexpired seat which ends June 30, 2012. The two finalists for City Council consideration are Craig Robinson and Shawn White. BAC KG RO U N D In late 2011, there was a resignation on the Planning Commission. The expired seat would serve until June 30, 2012 and the appointee will serve the remainder of this seat. The City Council directed staff to begin recruitment to fill this unexpired seat. Staff handled the recruitment process in conjunction with other recruitments for Boards, Commissions and Committees (BCC) but giving priority to this recruitment. As per Council direction, such recruitment process took into consideration recommendations from a Management Partners study on the issue of Boards, Commissions and Committees recruitment processes (May 11, 2011). Fourteen eligible applicants were checked for residency and voter requirements. The City Council reviewed all the applications and selected six applicants for interview. The interview session took place on November 21, 2011. At City Council meeting of December 12, 2012 the Council decided as a next step to interview two finalists. The two finalists selected by Council were Craig Robinson and Shawn White. Subsequently, they were interviewed individually for fifteen minutes each. One was interviewed on January 9, 2012 and the other on January 23, 2012. ANALYSIS The City Council appoints to the Planning Commission, a regulatory and quasi judicial body that handles many land use matters for the City Council. Taking into consideration input from Management Partners on the current BCC process, the selection process was adjusted to allow for a more thorough, in-depth interview process between the Council and the applicant. Due to the large number of applicants the Council selected six individuals for interviewing and then two finalists for the last round of interviews. The two finalists currently serve on other BCCs, and once one is appointed he would have to resign from such seat. This would create a vacancy on either the Housing and Human Concerns Committee (Craig Robinson) or Parks, Recreation, and Community Services Commission (Shawn White).
