6.1. C. - Page 2 <br /> for future federal funding for this project. The City has already received a$95k Planning <br /> Grant from the Bureau of Reclamation that will fund 50% of this portion of the work. <br /> Secondary to this task includes disinfection contact time testing for the City's <br /> Distribution, Storage, and Pumping Station, participation in regional funding efforts, <br /> assistance with regulatory compliance, and project implementation support. <br /> ANALYSIS <br /> On December 1, 2011, the City issued a Request for Proposals for the purpose of <br /> carrying out the aforementioned tasks; Whitely Burchett and Associates (WBA) was the <br /> only firm which submitted a response. WBA has brought substantial experience and <br /> knowledge of the complex funding and regulatory aspects of the City's Recycled Water <br /> Project since they began working for the City in 2004. WBA also brings scheduling, <br /> technical writing and coordination expertise to the project team, which are vital <br /> components of a successful project management strategy. WBA has already aided the <br /> City in receiving more than $5 million in federal and state funding for water conservation <br /> and recycling projects. Staff has reviewed WBA's proposal and fee and recommends <br /> that the City Council award a Recycled Water Project Consulting Services Agreement to <br /> Whitley Burchett and Associates in the amount of $399,930.00 for the purpose of <br /> carrying out Project objectives. The term of the agreement, with proposed scope and <br /> fee, lasts for a period of two years. <br /> ALTERNATIVES <br /> The work included in this scope of services could not be provided without the addition of <br /> city staff and resources. Doing so is likely to entail several months of delay in the <br /> project and result in a staff down-sizing at the end of the project phase. Staff believes <br /> that WBA's performance to date, their experience and expertise in the field, and their <br /> readiness to move quickly on critical tasks is a key efficiency factor. <br /> FISCAL IMPACT <br /> The City has received a$95k Planning Grant from the Bureau of Reclamation that will <br /> fund a portion of this work. The balance of the agreement, not covered by the grant, is <br /> covered by Water Revenue Bond proceeds. The City has issued a series of three Water <br /> Revenue Bonds to finance Phase 1 of the Recycled Water Project. Design, planning, <br /> and construction cost efficiencies, in addition to more than $5 million in unanticipated <br /> grant revenues, have allowed for a portion of Phase II funding, including this <br /> recommended agreement with WBA. The General Fund will not be affected. <br /> ENVIRONMENTAL REVIEW <br /> No environmental review has been completed for the purpose of this recommendation. <br /> If awarded, however, the scope of work includes a consideration of the environment and <br /> the potential for Phase II Project effects. The work will include a strategy for the <br /> implementation of required environmental review work under both NEPA (National <br /> Environmental Policy Act) and CEQA (the California Environmental Quality Act). It will <br /> address how the project applies to regional watershed management.by analyzing the <br /> ability to improve the quality of surface water or groundwater, improve the flow <br /> conditions of natural stream channels, and to provide water for habitat for threatened or <br />
