C. - Page 13 EXHIBIT "A" Scope of Services Whitley Burchett & Associates Recycled Water Project Consulting Services 2012-2013 Introduction This scope of work covers a range of tasks to support the City of Redwood City's Recycled Water Proj ect. Redwood City is seeking federal funding for the construction of the Phase 2 proj ect thorough the Title XVI program administered by the Bureau of Reclamation. Title XVI funding requires the proj ect sponsor to submit to USBR a Feasibility Study and supporting documentation for the proj ect. The consulting services associated with the existing recycled water system and funding of the Phase 2 proj ect are divided into five tasks. Task A— Title XVI Feasibility Report Task B— Disinfection Contact Time Testing Task C— Federal and State Funding Support Task D— Assistance with Regulatory Compliance Task E— Proj ect Implementation Support The following sections describe the activities WBA will perform for each task. Task A: Title XVI Feasibility Study Report Task A is the preparation of the required Feasibility Study report to support a construction grant through the United States Bureau of Reclamation (USBR) Title XVI program. In October 2007, the USBR released "Directives and Standards" (D&S) for the Title XVI Water Reclamation and Reuse Program Feasibility Study Review Process. The D&S establishes requirements and a review process for feasibility studies conducted under the Bureau of Reclamation's Water Reclamation and Reuse (Title XVI) Program. The D&S lists the requirements for a Title XVI Feasibility Study Report. There are ten maj or topics that need to be addressed. These include: 1. Introductory Information 2. Statement of Problems and Needs 3. Water Reclamation and Reuse Opportunities 4. Description of Alternatives 5. Economic Analysis 6.
