C. - Page 13 <br /> EXHIBIT "A" <br /> Scope of Services <br /> Whitley Burchett & Associates <br /> Recycled Water Project Consulting Services <br /> 2012-2013 <br /> Introduction <br /> This scope of work covers a range of tasks to support the City of Redwood City's Recycled <br /> Water Proj ect. Redwood City is seeking federal funding for the construction of the Phase 2 <br /> proj ect thorough the Title XVI program administered by the Bureau of Reclamation. Title XVI <br /> funding requires the proj ect sponsor to submit to USBR a Feasibility Study and supporting <br /> documentation for the proj ect. <br /> The consulting services associated with the existing recycled water system and funding of the <br /> Phase 2 proj ect are divided into five tasks. <br /> Task A— Title XVI Feasibility Report <br /> Task B— Disinfection Contact Time Testing <br /> Task C— Federal and State Funding Support <br /> Task D— Assistance with Regulatory Compliance <br /> Task E— Proj ect Implementation Support <br /> The following sections describe the activities WBA will perform for each task. <br /> Task A: Title XVI Feasibility Study Report <br /> Task A is the preparation of the required Feasibility Study report to support a construction grant <br /> through the United States Bureau of Reclamation (USBR) Title XVI program. <br /> In October 2007, the USBR released "Directives and Standards" (D&S) for the Title XVI Water <br /> Reclamation and Reuse Program Feasibility Study Review Process. The D&S establishes <br /> requirements and a review process for feasibility studies conducted under the Bureau of <br /> Reclamation's Water Reclamation and Reuse (Title XVI) Program. <br /> The D&S lists the requirements for a Title XVI Feasibility Study Report. There are ten maj or <br /> topics that need to be addressed. These include: <br /> 1. Introductory Information <br /> 2. Statement of Problems and Needs <br /> 3. Water Reclamation and Reuse Opportunities <br /> 4. Description of Alternatives <br /> 5. Economic Analysis <br /> 6.
