r
Airport. Business and professional uses are considered compatible with
noise levels up to CNEL 70 dB.
(21 Safety Obj ective 1 states "Protect the community from the hazards of soil
erosion, weals and expansive soils, and geologic instability." The :Project is
consistent with this requirement. The Planned Development Permit
includes a condition requiring the applicant to comply with all
recommendations of the geotechnical report on file with the Building
Division. Comp l iance with these requirements will reduce seismic risk.
The geotechnical report for the Project includes recommendations regarding
settlement. The Planned Development Permit requires the applicant to
comply with all recommendations of the geotechnical report. Settlement is
not uniqu to the Project site; it ten to .accompany most projects that are
built upon recently - placed fill. The geotechnical report prepared for the
Project concludes that soil and geotechnical conditions at the s to are
suitable for the p roposed development. The geotechnical conditions at the
site are similar to those at other properties in the vicinity which have been
successfully developed.
(22) Safety objective 4 states "Protect the safety of people on the ground and
in aircraft in fl ight in the vicinity of San Carlos Airport." In order to
ensure that the Project is consistent with this policy, the City
conurnissioned an Airport Land Use and Safety Study, prepared by P &D
Consultants, Inc. The Airport Study concludes that ` =[t]he proposed
Project would be :compatible with the safe and efficient operation of San
Carlos Airport within the range of allowable .airport operating conditions
and existing noise, safety, airspace protection, or overflight criteria. It
would not subject people or property on the ground to undue or excessive
risk from potential aircraft accidents or noise, nor would it pose . a
demonstrated risk to .the . safety of aircraft in flight." The evidence
contained in the Airp ort.Study supports this c The findings and
facts in supp of fi contained in Section 3.10 of the CEQA
findings hereby are incorporated by reference.
.(23) Safety Policy S. -12 states "regulate land uses surrounding airports to
assure airport safety." The Project is consistent with the San Mateo
County Comprehensive Airport Land Use P "). The CLUP is
a comprehensive land use plan that was enacted in order to ensure
compatible landuse.in the areas surrounding airports. The CLUP
establishes a max imurn height for structures in the Project area of 1 feet.
No structure in the Project will exceed 152 feet in height. Therefore, the
Project is consistent with the CLUP height requirements.
