6.2.A. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
February 6, 2012
SUBJECT
Final Acceptance — 2010-2011 Street Overlay Project (East Bayshore — Veterans)
RECOMMENDATION
Accept, by motion, the 2010-2011 Street Overlay Project (East Bayshore — Veterans),
and authorize the release of bonds and the retention according to city procedures.
BACKGROUND
On June 13, 2011, the City Council awarded a construction contract for the 2010-2011
Street Overlay Project (East Bayshore Road — Veterans Boulevard) to C.F. Archibald
Paving, Inc., of Redwood City. The project was awarded for a base bid of
$1,415,000.00. Construction began in July, 2011, and concluded in November, 2011.
ANALYSIS
The 2010-2011 Street Overlay Project resurfaced East Bayshore Road between
Seaport Boulevard and Haven Avenue, and Veterans Boulevard between Whipple
Avenue and Chestnut Street. Additionally, curb ramps were installed along the project
corridor. The project was successfully completed in accordance with the plans and
specifications and within the time allowed by the contract. Four change orders totaling
$16,191.29 were issued. The final contract amount is $1,431,191.29, which is 1.1 %
more than the contract amount initially awarded. Change orders resulted from quantity
adjustments.
A federal grant totaling $946,000.00 was awarded to the city for the work of this specific
project and the remaining contract amount was funded through the City's other capital
programs.
ALTERNATIVES
Council may choose not to accept the project or authorize the release of bonds and
retention which would be contrary to the terms of the contract, prior Council action, and
public contracting code.
FISCAL IMPACT
Sufficient funding for the work of this project was previously approved and appropriated
as State Prop 42 -- Street Pavement Management Program, Transportation Fund
(Measure "A") -- Street Pavement Management Program, and Various Transportation
Grants -- Street Pavement Management Program.
