The city coordinated with PG&E to nominate <br /> the segment of Middlefield Road from Main Street to MacArthur Avenue as a Rule 20A <br /> project. Staff also coordinated with the three other affected utility companies, AT&T, <br /> Astound and Comcast, as they also have similar programs that contribute to the <br /> formation and construction of underground utility districts. <br /> If the City Council adopts the proposed Ordinance as recommended, the Middlefield <br /> Road Underground Utility District 2011-1 will be legally formed. This will require the <br /> utility companies to place their overhead facilities underground. It will also mandate that <br /> all future installation of utilities be undergrounded within the district boundaries. <br /> The UUD programs and the city's ordinance require the city to generate a resolution <br /> describing the district boundary and hold a public hearing about the formation of the <br /> district. On January 9, 2012, City Council considered and approved the Resolution of <br /> Intent to set a public hearing on January 23, 2012 and introduce an Ordinance <br /> establishing the Middlefield Road Underground Utility District 2011-1. On January 23, <br /> 2012, City Council conducted a duly noticed Public Hearing and introduced the <br /> proposed Ordinance. <br /> ALTERNATIVES <br /> Council may choose not to adopt an Ordinance establishing the Middlefield Road <br /> Underground Utility District 2011-1. <br /> FISCAL IMPACT <br /> PG&E's portion will be funded by Rule 20A funds, and the other utilities will fund their <br /> respective undergrounding work. The city has funds budgeted for undergrounding the <br /> street lights along Middlefield Road. Currently, there is a budget of $375,500 in fiscal <br /> year 2011/12 in the Street Light Installation Program budget line. Additional funds, if <br /> necessary, will be budgeted in the future once the design and estimated construction <br /> costs are further developed. <br /> ENVIRONMENTAL REVIEW <br /> This project is Categorically Exempt in accordance with California Environmental <br /> Quality Act (CEQA) Section 15302, paragraph (d) "Conversion of overhead electric <br /> utility distribution system facilities to underground including connection to existing <br /> overhead electric utility distribution lines where the surface is restored to the condition <br /> existing prior to the undergrounding." <br /> � ��� <br /> BRIAN LEE, PE <br /> SENIOR CIVIL ENGINEER <br />
