7.A. - Page 2 <br /> • Marliese Jones (incumbent) <br /> • Elisa Chavez Luna <br /> BACKGROUND <br /> By Resolution No. 15011 (04/12/2010) the City Council extended terms of Boards, <br /> Commissions and Committee members to provide sufficient time to better evaluate and <br /> streamline a number of processes related to the management and organization of these <br /> BCCs. All those impacted were notified by a letter from the Mayor. Meanwhile the City <br /> Council, through the City Manager, engaged the services of a consultant (Management <br /> Partners) to analyze various processes related to BCCs. Upon presentation of the final <br /> report certain changes were approved at the June 27, 2011 City Council meeting. <br /> Staff received direction, through the Mayor, to start the recruitment process for such <br /> seats in September 2011, in order to account for the possibility that some interested <br /> parties might have been away during the summer months. Priority was given to an <br /> unexpected vacancy on the Planning Commission. All BCC members who had been <br /> serving under this status were contacted and invited to reapply. <br /> ANALYSIS <br /> This revised recruitment process was thorough and allowed for a more in-depth <br /> conversation between the Council and applicants. Interviews took place in early 2012. <br /> In addition, Council set clear expectations of applicants (through the recruitment <br /> announcement) and individually selected applicants to be interviewed. The interviews <br /> were conducted in open meetings and no decisions were made about appointments.
