The results are lower with refined analysis. <br /> Vice Chair Schimdt asked Mr. Reyff what the difference was between this study and the <br /> other studies mentioned. He asked if there is not much of a difference. <br /> Mr. Reyff replied that is correct. He stated there are a lot of numbers going into the final <br /> results that are calculated. <br /> Vice Chair Schmidt asked if it was anything out of the ordinary. <br /> Mr. Reyff replied no because there was guidance from the air district on how to apply the <br /> factors to get the final result. He stated that whether one multiplies by emission rates or <br /> by concentration factors doesn't matter. <br /> Chair Borgens asked if the way they applied their standards were the same as they <br /> would do for every other project. <br /> Mr. Reyff replied that is correct. <br /> Chair Borgens asked the same question for the EIR analysis. She asked if all the <br /> standards that were used are the same as have always been used. <br /> Ms. George stated that every analysis that was done was standard and typical of any <br /> other housing project in the Bay Area. <br /> Commissioner Radcliffe asked about the Hetch-Hetchy possible bike trail and if that <br /> would affect what is being planned for this property. <br /> Ms. George stated that the city's General Plan contemplates the Hetch-Hetchy to <br /> become a linear park which includes a bike trail, so the design of the proposed plan <br /> would allow for this to occur in the future. <br /> Commissioner Radcliffe stated that the Car Wash was interested in taking the Mel's <br /> Bowl sign but is hesitant because if high-speed rail comes through they might have a <br /> new obligation of the sign. She asked if there would be any way to make the agreement <br /> so they would not have that obligation. <br /> Ms. Skousen replied that if the Commission adopt the Statement of Overriding <br /> Considerations tonight that would remove the historical significance from the sign and <br /> therefore authorize any future demolition. <br /> Commissioner Bondonno asked if the Statement of Overriding Considerations is <br /> adopted then that removes the designation, especially since it does not yet appear on <br /> any state or national designation list.
