8. B. - Page 169 PREFACE This docuinent responds to coinment letters received on the Final Environmental Impact Report (FEIR) for the 2580 El Camino Real Residential project. The FEIR was circi�lated to public agencies a��d interested parties that conu7�ented on the Draft EIR for a 10-day review period from December 2, 2011 to December 13, 2011. Tlus volume consists of supplemental comments received by the Lead Agency on the FEIR dL�ring the pL�blic review period a�7d responses to those conuilents as well as two letters of appeal on flie Pla�u�ing Comnussion's certification of the EIR and related approvals. The City has no legal obligation to respond to comments subnutted outside the pl�blic conunent period; however, the City elected to provide written responses to the sL�pplemental comments u� an effort to be inclusive and provide fi�ll disclosL�re. CEQA Guidelines Section 15088.5 states that: "A lead agency is required to recirculate a�� EIR when significant new u�formation is added to the EIR after public notice is given of tlie availability of t11e draft EIR for public review under Section 15087 but before certification. As L�sed ul tlus section, the term "u�formation" can incll�de changes in the proj ect or environmental setting as well as additional data or other infornlation. New information added to a�1 EIR is not "significa��t" unless the EIR is cha��ges in a way that deprives the pL�blic of inea�lingfial opportunity to conullent upon a substantial adverse enviromnental effect of fl7e project or a feasible way to mitigate or avoid sL�ch a�� effect (including a feasible project alternative) that the project's proponents have declined to implement. "Sigiufica��t new ulformation" requiring recircL�lation ulcll�de, for exa�l�ple, a disclosure showing that: 1. A new significa�lt environn�ental impact would resl�lt from the proj ect or from a new initigation measL�re proposed to be iinpleinented. 2. A sL�bsta��tial increase in the severity of a�� envirom�lental impact would result tu�less nutigation ineasL�res are adopted that reduce the iinpact to a less than significant level. 3. A feasible proj ect altei7lative or nutigation ineasL�re considerably different from others previously analyzed would clearly lessen the significant environmental impacts of fl7e project, but the project's proponents decline to adopt it. 4. The draft EIR was so fi�ndamentally a�ld basically inadeqL�ate and conclusory in nature that meaningful public review and conullent were precluded. Recirculation is not required where the new information added to the EIlZ merely clarifies or a�nplifies or makes insigiufica��t modifications ul a�1 adequate EIR." The suppleinental comments received do not provide any new information, do not identify a�ly new significant impacts or mitigation measures, do not show a substantial increase in fl7e severity of an already identified envirom�lental impact, and do not precli�de meaningfi�l pi�blic review and comment on the proj ects impacts. The comments are orga��ized Lulder headings containing the source of the letter a��d the date subnutted. The specific comments from each of the letters are presented as"Conuilent" with each response to that specific comment directly followulg. Each of the letters sL�bmitted to the City of Redwood City are attached in their entirety (with any enclosed materials) in Section II of this docL�ment.
