Hold a Public Hearing on the Appeals of the December 13, 2011 Planning <br /> Commission actions. <br /> 2. Uphold the Planning Commission's certification of the Environmental Impact Report <br /> and related project approvals based on the findings and subject to the conditions <br /> contained in the attached resolution (Attachment 1). <br /> 3. Deny Redwood City Citizens for Responsible Development appeal (Attachment 2). <br /> 4. Deny Redwood City Local Housing Committee appeal (Attachment 3). <br /> BACKGROUND <br /> SUMMARY/OVERVIEW <br /> On November 3, 2010, Urban Housing Group applied for a Planned Development <br /> Permit, Vesting Tentative Map and reduced guest parking per Zoning Ordinance Article <br /> 30.4 B. The project involves the demolition of the 2.5-acre project site's existing <br /> structures (a one-story bowling alley building (formerly Mel's Bowl), historic pole sign <br /> and large surface parking lot) to construct a 141-unit, multi-family, transit-oriented, in-fill <br /> residential development (Project). <br /> In August 2011, the City completed the 2580 EI Camino Real Residential Project Draft <br /> Environmental Impact Report and in December 2011 completed the Final <br /> Environmental Impact Report (EIR) pursuant to all relevant sections of the California <br /> Environmental Quality Act (CEQA). <br /> A complete project description and full chronologies of the City's procedures in <br /> processing the EIR and requested planning approvals are provided in the December 13, <br /> 2011 Planning Commission staff report (Attachment 4). The chronologies outline the <br /> steps taken by City staff to support an informed public process. The Project has <br /> undergone extensive review with many opportunities for public input beginning with the <br /> City's Notice of Preparation (NOP) and Scoping Session hearing for the EIR to the final <br /> decision rendered by the Planning Commission. <br />
