B. - Page 11 <br /> ATTACHMENT1 <br /> RESOLUTION NO. <br /> RESOLUTION DENYING THE APPEALS FILED BY THE REDWOOD <br /> CITY CITIZENS FOR RESPONSIBLE DEVELOPMENT AND THE <br /> REDWOOD CITY LOCAL HOUSING COMMITTEE, AND UPHOLDING <br /> THE DECEMBER 13, 2011 PLANNING COMMISSION ACTIONS IN <br /> CONNECTION WITH THE CERTIFICATION OF THE ENVIRONMENTAL <br /> IMPACT REPORT AND APPROVALS OF THE PLANNED <br /> DEVELOPMENT PERMIT, VESTING TENTATIVE MAP AND <br /> MODIFICATION OF PARKING REQUIREMENTS FOR THE 2580 EL <br /> CAMINO REAL RESIDENTIAL PROJECT <br /> WHEREAS, on November 3, 2010, Urban Housing Group applied for approval of <br /> a Planned Development Permit and Vesting Tentative Map to allow the demolition of the <br /> 2.5-acre project site's existing structures (a one-story bowling alley building (formerly <br /> Mel's Bowl), a historic pole sign and a large surface parking lot) and to build a 141-unit, <br /> multi-family, transit-oriented residential development with 232 parking stalls within a <br /> wrapped parking garage and storage for 47 bicycles, commonly referred to as the 2580 <br /> EI Camino Real Residential Project (the "Project"); and <br /> WHEREAS, the City has caused the preparation of an Environmental Impact <br /> Report for the proposed Project (the "EIR"), pursuant to the requirements of the <br /> California Environmental Quality Act (Public Resources Code Section 21000 et seq.; <br /> hereafter, "CEQA"), the Guidelines for Implementation of the California Environmental <br /> Quality Act (Title 14, Sections 15000 et seq. of the California Code of Regulations; <br /> hereafter, the "CEQA Guidelines"); and <br /> WHEREAS, on February 24, 2011, in accordance with CEQA, City staff issued a <br /> Notice of Preparation ("NOP") stating the City's intent to prepare the EIR, and from <br /> February 24, 2011 through March 25, 2011 the City held a public review period on the <br /> NOP; and <br /> WHEREAS, on March 1, 2011, the Planning Commission held a Scoping <br /> Session on the EIR that served as a forum for the Planning Commission and public to <br /> comment on the NOP, learn about the Project, and discuss environmental issues that <br /> should be addressed in the EIR; and <br /> WHEREAS, on May 24, 2011, at a regularly scheduled Architectural Review <br /> Committee (ARC) meeting, the ARC unanimously recommended that the Planning <br /> Commission approve the project's architectural design; and <br /> WHEREAS, on August 12, 2011, the Draft EIR for the Project was released by <br /> the City for a 45-day public review and comment period.
