5 . SPECIAL ORDERS: <br />A. Proclamation: The Bay Area Gardeners' Foundation — c t lino Tapia, President. <br />Mayor Foust asked Council Member Aguirre to join her in presenting the proclamation <br />to Mr. Tapia. He thanked the Council for the honor of being recognized and shared <br />details about his life. <br />B. Proclamation: Wet Nile Virus and Mosquito Abatement Week <br />D cirri Peavey and Robert (Bob) Bury, former Redwood city <br />Mayor and city Representative to the Mosio Abatement District <br />Board of Trustees. <br />Council Member Bain and Mayor Foust presented the p roclamations. Former Mayor <br />Bob Bury and Dr. Peavey also addressed and thanked the council for its efforts in <br />recognizing the importance of this cause. <br />C. Presentation: Boys & Girls club 2008 booth of the Year Finalists <br />Peter Fortenbaugh, Executive Director and Michael el Jones, <br />Director of Program Services. <br />Mayor Foust and Vice Mayor'Howard recognized the Boys & Girls club. Each of the <br />recipients shared their story. A video prepared by the youth was sorry and it was titled <br />"Make It Fight ". All council Members thanked the youth present and encouraged them <br />to continu with their production efforts. <br />6. ORAL COMMUNICATIONS AND CONSENT CALENDAR CITY <br />COUNC U E EVE o MENT AGENCY BOARD. <br />Billy James addressed the council regarding agenda item 6.1.E. and suggested that the <br />scope of work include the delivery of a comprehensive citywide bicycle and pedestrian plan. <br />A Section — Motions <br />A.
