5 . SPECIAL ORDERS: <br />Proclamation. Recognizing those who donate their time to the Tatoo Removal <br />Program. <br />Mayor Foust, Police chief Cobarruviaz and Police Captain cesena presented the <br />proclamations s to doctors, nurses and other medical professionals who donated their <br />time to the tattoo removal program. This program was created in 1 996 to assist <br />individuals renounce gang affiliation by removing ing their tattoos. More than 50 men and <br />women have benefitted from this program. The Chief expressed sincere gratitude to <br />the professionals who provide these services. The honorees were: Mr. Alvin Adriano, <br />Laser Technician, D Mats Hagstrom, purse Zuzana Li ar, D Ben Maser, D <br />,Jonathan Mesinger and his clinic, Mr. John Mincey, the owner of Monarch Laser, Dr. <br />Mary Lynn Moran, Dr. James Newman, Dr. Peter Webb, and Dr. David. Not all <br />honorees attended. <br />8.
