7. Environmental Considerations and Potential Effects
8. Legal and Institution Requirements
9. Financial Capacity of Sponsor
10. Research Needs
WBA will prepare a Feasibility Study consisting of an executive summary and a USBR
"crosswalk," which is a matrix that lists the specific citation in the reference documents for each
piece of information that the D&S requires.
WBA's will maacimize the use of existing information in preparing the Title XVI Feasibility
Study. This scope assumes that portions of the information required by the D&S are available in
the Redwood City 2010 Urban Water Management Plan; the recent Update to the City's 2002
Water Recycling Feasibility Study prepared by Kennedy/Jenks; and recycled water project
environmental documents. As part of this scope WBA will conduct the studies to provide the
balance of the needed information for those sections.
Task A.1— Information Gatherinr and Chrono[orv ofExistinr Studies and Renorts
WBA will review copies of reports, studies and other reference material provided by the City and
other readily available sources and will prepaze a chronology based on the "crosswalk." A list of
needed information will be identified along with an approach by which it can be obtained.
Task A.2 — Prenare Sections with Available Information
Using the readily available information and chronology, WBA will prepare the crosswalk and
supporting material for as many sections and sub-sections as possible. Specifically what sections
will be completed using existing information will not be known until Task A.l is completed.
This scope of work and budget assumes that sufficient information exists on which to complete
the following sections or subsections:
Section 1 Introductory Information
Section 2 Statement of Problems and Needs
Section 3 Water Reclamation and Reuse Opportunities
Subsections 4a, 4b, 4e; parts of 4d - Description of Alternatives
Section 7 Envirorunental Considerarions and Potential Effects
Section 10 Research Needs
Task A.3 — Alternatives, Economic Analvsis and Justificarion
Based on general conversations with the City and the team's knowledge of the existing project
documents, WBA concludes there aze severa] sections that will require original work to be
prepazed to complete the D&S. WBA team will prepare a memo on these subjects that will be
referenced in the crosswalk.
Section 4- Description of Alternatives: (4c) a description of other water supply alternatives
considered (including impaired surface and groundwater), (4d) a cost estimate for the
alternatives; operation, maintenance and replacement cost for the project; and (4 distribution
alternatives. Kennedy Jenks identified distribution alternatives that were not included in the
Feasibility Study Update. A memo will be prepared that presents these alternatives and their
costs estimates.
Agreement over $10K 1 1
City Attomey Approved Version 091211
