EXHIBIT A <br /> <br />Consultant shall perform public relations services in accordance with information <br />provided by City's Chief of Police, or his designee, relating to enhanced enforcement <br />against driving under the influence of alcohol and drugs ("DUI") in San Mateo County <br />during the period October 1, 2000 through September 30, 2001, commonly referred to <br />as the "Avoid the 23 DUI Campaign" and referred to in the State of California Office of <br />Traffic Safety Grant Agreement AL0121. The goals of the campaign are to reduce the <br />number the alcohol and drug-involved traffic collisions, increase the number of DUI <br />arrests and to educate the public. The project requires successful cooperation <br />between law enforcement and community-based organizations involved in publishing <br />and broadcasting. <br /> <br />Consultant shall perform approximately one hundred ninety-seven (197) hours of <br />services commencing October 1,2000 and terminating September 30, 2001. <br /> <br />Consultant shall furnish reports as outlined in Volume II in Chapter 7 of the Office of <br />Traffic Safety Grant Program Manual, or upon demand by the City or the Office of Traffic <br />Safety. Consultant shall furnish interim reports quarterly as to the progress of the study. <br />Two (2) copies of a final report in draft form shall be provided the City and the Office of <br />Traffic Safety twenty (20) days prior to contract termination for review, recommendations, <br />and approval by both parties prior to the Consultant furnishing three printed copies of the <br />approved final report within thirty (30) days after project completion. Costs incidental to <br />the report's preparation or delivery that are incurred subsequent to the termination date of <br />the project are not allowable. All reports must be reviewed by the City prior to submission <br />to the Office of Traffic Safety. <br /> <br />Consultant shall not be authorized to copyright the final report, any papers, interim <br />reports, forms, or other material, which is a part of the work under the contract, without <br />the written approval from the City and the Office of Traffic Safety. <br /> <br />Publication rights to any documents produced are to be reserved to the City and the <br />Office of Traffic Safety. <br /> <br />All reports published by the Consultant shall contain the following statement on the credit <br />sheet: "The opinions, findings, and conclusions expressed in this publication are those of <br />the authors and not necessarily those of the Office of Traffic Safety, the National Highway <br />Traffic Safety Administration, or the Federal Highway Administration." <br /> <br />Both written and oral releases are considered to be within the context of publication. <br />However, there is no intention to limit discussion of the study with small technical groups <br />or lectures to employees or students. Lectures to other groups, which describe the <br />project but disclose neither data nor results are permissible without advance approval. <br /> <br /> <br />
