6.3.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the Personnel Subcommittee
February 27, 2012
SUBJECT
City Attorney compensation adjustment
RECOMMENDATION
Adjust the salary of the position of City Attorney.
BACKGROUND
The City Attorney began her employment on August 4, 2010 and therefore the City
Attorney's anniversary for salary adjustment is August of each year. This position
receives a salary set by City Council and does not have the traditional "step" but rather
the compensation is set by Council resolution, typically after considering the
comparable market and a review of the employee's performance.
On August 22, 2011, the City Council conducted a performance evaluation of the City
Attorney. In November 2011, a salary survey of comparable cities was conducted. The
City Attorney's compensation was 1.59% above market median comparing base salary
and 7% employee PERS contribution paid by City.
Based on that survey and the employee's performance evaluation, it is recommended
that the City Attorney's base salary be increased by four percent (4 %). If approved, the
City Attorney's base monthly salary will increase from $17,256 to $17,946 per month,
effective the first period following August 23, 2011. If approved, it would bring the salary
5.59% above market median.
ALTERNATIVES
The following are alternatives to the recommendation:
1. Not grant a salary increase at this time;
2. Grant a lower salary increase at this time;
3. Grant a higher salary increase at this time.
FISCAL IMPACT
The cost of the salary increase and salary related benefit costs is $11,348 per fiscal
year.
