6.3.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the Personnel Subcommittee <br />February 27, 2012 <br />SUBJECT <br />City Clerk compensation adjustment <br />RECOMMENDATION <br />Adjust the salary of the position of City Clerk. <br />BACKGROUND <br />The City Clerk's anniversary for compensation adjustment is January of each year. <br />However, the Executive Services group last received salary increases in 2008. This <br />position receives a salary set by City Council and does not have the traditional "step" <br />but rather the compensation is set by Council resolution, typically after considering the <br />comparable market and a review of the employee's performance. The last <br />compensation adjustment for the City Clerk classification occurred in December 2007. <br />In November 2011, a salary survey of comparable cities was conducted. The City <br />Clerk's compensation was 7.98% below market median when comparing base salary, <br />7% employee PERS contribution paid by City, and 5% bilingual pay the Clerk is <br />receiving. On February 6, 2012, the City Council conducted a performance evaluation <br />on the City Clerk. <br />Based on that survey and the employee's performance evaluation, it is recommended <br />that the City Clerk's base salary be increased by seven percent (7 %). If approved, the <br />City Clerk's base monthly salary will increase from $8,429 to $9,019 per month effective <br />the first day of the first pay period following February 7, 2012. If approved, it would <br />bring the salary to 1.54% below market median. <br />ALTERNATIVES <br />The following are alternatives to the recommendation: <br />1. Not grant a salary increase at this time; <br />2. Grant a lower salary increase at this time; <br />3. Grant a higher salary increase at this time. <br />FISCAL IMPACT <br />The cost of the salary increase and salary related benefit costs is $10,690 per fiscal <br />year. <br />
