6.1.A. - Page 6 <br />garbage rates are set is correct because while Council is setting garbage rates, there <br />are three different containers /services being picked up and provided. <br />Another Council Member asked about the labor negotiations and employee costs to <br />verify that the costs are contained. Mr. Gibbons asked Mr. Feldman to address this <br />matter and he shared details about the migration and the rates and future projections. <br />Another Council Member would like to look at having elected officials being on the <br />SBWMA board versus staff from the 12 agencies. This Council Member believes that <br />because this board makes decisions that directly impact the residents, they were <br />elected to represent, then it is critical to have elected officials at the table. This Council <br />Member would also like to consider economies of scale. Mayor Aguirre voiced support <br />for consolidation of administration to generate savings. Another Council Member <br />inquired about the legislation requiring jurisdictions to get to 75% diversion. Mr. <br />Puccinelli said he believes this is tied to AB 939 prohibitions and financial penalties. <br />Mayor Aguirre asked for a forecast of what the community can expect in the future so <br />that the increases are not taken all at once and are not double digit. Mr. Gibbons said <br />that for the short term the rate increases will be tied to the contract and what is <br />upcoming is the Ox Mountain agreement and its renegotiation in 2018 and the tipping <br />fees. <br />Mayor Aguirre opened the Public Hearing consolidate administration services he <br />proposed other approaches. <br />Public Comment: <br />Matthew Reising, a resident and treasurer of a homeowner's association with 162 units <br />in Redwood City, said he has spoken with Recology representatives, attended <br />community meetings by South Bay Recycling, South Bay Waste Management Authority, <br />and the City. He likes some of the ideas Council has proposed that the fee not be <br />based on the can size given the need for reduction in landfill. He has a better <br />understanding of the proposed fee increases, but is in opposition to the proposed door - <br />to -door hazardous waste collection fee since 95 percent of residents are unlikely to use <br />it and unnecessary increases should be prevented. <br />Melissa Aderi, a resident and homeowner, said she supported the fee increase last year <br />as her family is in support of recycling, and she agrees with the statements made by the <br />previous speaker in being against the door -to -door hazardous waste collection fee. She <br />opined that it is unfortunate that residents are being penalized for choosing to use <br />smaller cans and produce less waste and that the proposed increase is high given that <br />many people have had no or little salary increase and some are unemployed. <br />Laura Aden, representing other Dolphin Park residents in Redwood Shores, spoke in <br />opposition to the increased solid waste collection rates. She finds this a major increase <br />and she is looking for ways to trim this.
