This Joint Powers Agreement may be amended at any time with <br />the agreement of the majority of the members representing a majority of the population of the <br />County, except as provided in 3(d). <br />19. Adjustment of PQaulation Firs The Board of Directors shall establish by <br />resolution the population figures to be utilized in determining the population of local governments <br />under this agreement based on the results of the decennial federal census or population figures <br />provided by the State Department of Finance, and may revise the population figures at any time by <br />resolution. <br />20. Clean Air Vehicle R *ItrAtjon Fee Pro r m. CICAG shall serve as the <br />overall program manager for the San Mateo County under Health and Safety Code Section 44241 for <br />funds made available by the increase in motor vehicle registration fees that the Bay Area Air Quality <br />Management District is authorized to levy under A.B. 434, (1991 Statutes, Chapter 807.) <br />21. Storm Water Discha a Plan and Permit. To the extent permitted by law and <br />regulation; and recognized by the applicable government agency; the City /County Association of <br />Governments shall assume responsibility for the following activities under the National Pollutant <br />Discharge Elimination System (NPDES) Program (40 CFR 122): <br />(a) Ratify submission of a county-wide stone water discharge permit application <br />and accept permit on behalf of the County and Cities in the County, as co- <br />CICAG JoiNT PowERs AGREEMENT (JPA) 11 REVISED: MARCH, 2011 <br />
