EXHIBIT "A"
SCOPE OF WORK:
TASK 1: REVIEW DATA AND REPORTS
Moffatt & Nichol shall review existing data and engineering reports that have been
generated from the study of flooding in the Bayfront area and potential mitigations.
The data/reports are as follow:
. Topographic LIDAR survey and as-built drawings of the Flood Slough tide gate;
. Winzler and Kelly Hydraulic study (2003);
. WRECO Hydraulic study (2011).
TASK2: FEASIBILITYANALYSIS
Moffatt & Nichol shall:
1. Develop stage versus storage relationships for the three managed ponds (S5,
R5, & R3) from the available LIDAR data.
2. Perform hydraulic analysis to determine the hydraulic grade lines from the
Bayfront Canal, through the managed ponds, and then out to Flood Slough.
Potential locations for tide-gates and culverts to route flows back into Flood
Slough will be considered. Grading of the managed ponds to facilitate the project
will also be considered.
3. Pertorm statistical analysis to determine the frequency of occurrence for various
combinations of rainfall and high tide events, which will be used to estimate stage
and capacity of the ponds and resulting reduction in flood stage in Bayfront
Canal. Flood flows and stages associated with lower frequency precipitation
events will be derived from the existing hydraulic and hydrologic studies. The
recurrence-interval of tide levels in Flood Slough will be derived from existing
studies and from available tide data in the Bay.
4. Conduct water quality sampiing to document background levels of contaminants
in Bayfront Canal.
5. Document approach and results.
TASK 2 DELIVERABLES:
. Preliminary Feasibility Analysis Report
. Water Quality Sampling Results
SCHEDULE:
Preliminary Feasibility Analysis Report shall be provided within 4 weeks of Notice to Proceed.
Water quality sampling is weather dependent, a nd shall be provided as soon as practical.
ATTY/AGR/2012.016/MOPFATT NICHOL Page 10 of 11
REV: VR 02/O6/12
