EXHIBIT A
SCOPE OF WORK, TIME AND FEE SCHEDULE
SCOPE OF WORK:
Revise Hydrology and Hydraulics
1. Additional monitoring data and engineering reports have been made available regarding the study
of flooding in the Bayfront area and potential mitigations. The following data/reports will be
reviewed:
• FEMA Flood Insurance Study for Ciry of Redwood City(1981);
• FEMA Flood Insurance Study for City of Menlo Park(1999);
• Provisional FEMA Flood Insurance Study for San Mateo County(2012);
• BKF Fifth Avenue Storm Drain System Investigation(1983);
• BKF Data Correction Letter(1988);
• BKF Summary of Past Work on Fifth Avenue Storm Drain System Letter(1993);
• V&A Storm Water Flow Monitoring Study Basin"H"(2011);
• Caltrans Drainage System Calculations and Plan Set(1981);
• Caltrans Site Investigation Report(1999).
• Town of Atherton,Townwide Drainage Calculations by Nolte Associates(2001)
2. Perform hydrologic analysis to determine the appropriate design flowrates for use in the Flood
Mitigation Feasibility Study, using the Army Corps of Engineers HEC-HMS hydrology model and
applying the NOAA Atlas 14 precipitation frequency estimates for the design storm depths. The
results will be verified against the BKF Data Correction work from 1988, the Schaaf and Wheeler
study from 2002, and the Nolte Report from 2001.
3. Utilizing the revised flowrates, update the previous HEC-RAS analysis of hydraulic grade lines
from the Bayfront Canal,through the managed ponds, and then out to Flood Slough
4. Perform hydraulic analysis of passing Caltrans' double 48" RCP storm-drain pipes underneath the
previously proposed box-culverts by using an inverted siphon.
5. Document approach and results of the supplemental study in a revised feasibility
Deliverable:
• Revised Feasibility Analysis Report
TIME SCHEDULE:
The revised Feasibility Analysis Report will be submitted no later than two weeks after completion or as
soon as practicable.
