. <br /> EXHIBIT A <br /> SCOPE OF WORK, TIME AND FEE SCHEDULE <br /> SCOPE OF WORK: <br /> TASK 1: GRANT APPLICATION SUPPORT <br /> Consultant shall: <br /> 1. Review the Grant Application documents and complete the forms for submittal. <br /> 2. Perform analysis of overbank flooding depths, durations, and flood damage adjacent to <br /> the Bayfront Canal, required to complete the Flood Damage Reduction Questionnaire <br /> (Form D4) for the IRWMP grant application. <br /> 3. Complete a detailed cost estimate for the construction of the proposed project, which is <br /> needed as part of the cost-benefit analysis for the IRWMP grant application. The cost <br /> estimate will be reviewed for QA/QC. <br /> 4. Attend two meetings related to the grant application process. <br /> TASK 1 DELIVERABLE: <br /> • Submit IRWMP grant application documents to ABAG. <br /> TASK 2:SUMMARY REPORT FOR REGIONAL WATER QUALITY CONTROL BOARD(RWQCB) <br /> 1. Document and Permit Review: Consultant shall review relevant hydrology reports, existing <br /> NPDES permits (San Mateo Co. Regional, SF Bay Regional, and SCVWD Pond A8/Alviso <br /> Slough Project), South Bay Salt Pond documentation, and other environmental documents. <br /> 2. Consultant shall prepare a summary report to the Water Board to document the feasibility <br /> of this project. Purpose of the report is to discuss the need for the project and to answer <br /> the concerns already expressed by the Water Board regarding the project. Report will <br /> include a discussion of: <br /> • flooding history; <br /> • reason for project; <br /> • references the earlier MN Alternatives Study; <br /> • presents the proposed alternative incl uding culvert size/alignment, detention pond <br /> details, frequency/durations/volumes of flows into ponds, connection to Bay; <br /> • includes the water quality (WQ)test results; <br /> • presents the mitigations that were discussed (first flush, debris, boom etc); <br /> • describes the site controls already implemented by Redwood City and Atherton as <br /> part of their Regional NPDES Permit; <br /> • describes the status of the project(URS doing NEPA/CEQA, mtgs with SBSP folks <br /> and Water Board, selected to apply for Prop 84 grants). <br /> 3. Consultant shall coordinate the collection of additional water quality sampling from Bayfront <br /> Canal and Atherton Channel by a subconsultant. Review of the WQ sampling results <br /> provided by the subconsultant.
