Staff attributes the variance to a less competitive <br /> bidding environment for project of this size and specialties as fewer firms that perform <br /> this kind of work submitted bids. The last pump station improvement project received a <br /> total of twelve (12) bidders. Based upon this conclusion and thorough review of the bids <br /> received, staff believes the low bid of $369.918 is reasonable and responsive, and <br /> recommends awarding the contract to Casey Construction Inc. <br /> This project does not require a National Pollutant Discharge Elimination System <br /> (NPDES) General Permit for stormwater discharges associated with construction and <br /> land disturbance activities pursuant to Attachment A.2 of Order 2010-0014-DWQ which <br /> exempts projects to update existing lines and facilities. However, the proposed <br /> construction will employ stormwater pollution prevention best methods and practices. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and request staff to reject all bids, <br /> redesign and/or offer this project again for public bid, or delay award to this project until <br /> next fiscal year. <br /> FISCAL IMPACT <br /> Funds for this pump station improvement were approved and appropriated in Fiscal <br /> Year 2011 /12 budget, Sewer Fund Capital Projects — Pump Station 14 Rehabilitation <br /> which has an available balance of $368,432 as of January 31, 2012. Additional funding <br /> will be provided from Collection System Replacement Program account of the same <br /> fund. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the Sanitary Sewer <br /> Pump Station No. 14 Improvements project meets the California Environmental Quality <br /> Act (CEQA) exemption criteria as set forth in Section 15302 of the CEQA Regulations <br /> because it consists of replacement or reconstruction of existing facilities.
