6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 5, 2012 <br /> SUBJECT <br /> Water Connection and Service — 698 Edgecliff Way, in unincorporated San Mateo <br /> County, CA. <br /> RECOMMENDATION <br /> Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) <br /> for extension of water service outside jurisdictional boundaries to 698 Edgecliff Way, in <br /> unincorporated San Mateo County, pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The property owner of 698 Edgecliff Way (APN 068-194-260) wishes to construct a new <br /> single family residence on the vacant parcel. The parcel is located in the <br /> unincorporated part of San Mateo County, outside of Redwood City's jurisdictional <br /> boundaries, but is within the city's sphere of influence and water service area. The <br /> owner of the parcel has applied to the County of San Mateo for a building permit to <br /> construct the proposed residence and, as a condition of approval, the county requires <br /> the property owner to secure a new water connection and service from the City of <br /> Redwood City. The city must receive LAFCO approval to provide water service from <br /> the 6-inch water main that currently exists along the frontage of 698 Edgecliff Way. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. <br /> Staff recommends that the city request LAFCO's approval to extend water service <br /> outside the City's jurisdictional boundaries to 698 Edgecliff Way pursuant to <br /> Government Code Section 56133. LAFCO requires Council's authorization, by <br /> resolution, of requests made for new services. The water service connection proposed <br /> for the single family residence at 698 Edgecliff Way is subject to the following conditions <br /> and fees: <br /> 1. LAFCO shall have approved the application for the proposed water service <br /> connection; <br /> 2. Property owner shall pay the city's water service annexation fees when <br /> request is made for service; <br /> 3. Property owner shall pay LAFCO fees; <br />
