6. 1. C. - Page 2 <br />throughout the year as contractors begin projects near electrical facilities such as <br />underground streetlights, traffic signal and communication conduits. Staff estimates <br />there are approximately 1,500 USA requests per year. Although the firm's per unit price <br />of $40 per call is the lowest of those submitted by the three proposers, the high number <br />of USA locate requests was unforeseen and it is a significant driver of the cost increase. <br />Staff recommends that the contract be amended for a term of no more than six months <br />in addition to the increased funding necessary to maintain service through the extension <br />period. During the time period covered by the Amendment, staff will issue another RFP <br />to solicit proposals for the provision of electrical maintenance services. The proposals <br />received will be reviewed and staff will bring the City Council a recommendation for <br />executing a new agreement to provide electrical maintenance services soon after the <br />start of the 2012 -2013 fiscal year. Moving forward, staff believes that a larger annual <br />budget of $200,000 is appropriate to provide for electrical maintenance services over a <br />12 month period. <br />ALTERNATIVES <br />Because providing certain electrical maintenance services such as USA locate requests <br />and traffic signal maintenance are required by law, it is not recommended to go without <br />having a contract in place for electrical maintenance service. Cal -West submitted the <br />lowest prices for each of the bid items as listed in the RFP and they have provided <br />professional and timely service during the months they have been the City's electrical <br />maintenance contractor. <br />FISCAL IMPACT <br />Funds for this Amendment were approved and appropriated by the City Council in the <br />Fiscal Year 2011 -2012 Electrical Maintenance subprogram of the Public Works <br />Services Departmental budget. <br />ENVIRONMENTAL REVIEW <br />The extension of a contract for continued services to electrical facilities and to mark the <br />location of underground utilities is not a "project" pursuant to the California <br />Environmental Quality Act (CEQA).
