City of Redwood City <br />6.1.A. - Page 13 <br />rr uiyuacu <br />Introduction <br />This Summary is presented to provide you with a general knowledge of the contents of the <br />technical proposal and to allow you to quickly: <br />• Gain an understanding of our Firm. <br />• Review the qualifications of the members of the Engagement Team. <br />• Identify the Firm's approach to the audit of the City of Redwood City and related entities <br />(the "City ") <br />• Identify services provided to the City at no additional cost. <br />• Identify the professional fees. <br />Firm Qualifications <br />The Firm has provided auditing, accounting, and advisory services to numerous governmental <br />entities throughout California since 1989. With offices located in San Francisco, Century City, San <br />Diego, and Irvine and a staff of 165 audit professionals within California, the Firm serves a variety <br />of cities throughout California as well as conducting financial related services for numerous special <br />districts and authorities. Names and phone numbers of several of our current clients and other <br />references are provided for your inquiries. We encourage you to contact these individuals to obtain <br />information on the quality of the audit and the ability of the audit staff. <br />Our San Francisco office will be the Engagement Office assigned to the City. <br />In addition to specific city financial statements, the Firm has also audited numerous redevelopment <br />agencies, public financing authorities, hospitals, housing authorities, transportation authorities, <br />special districts, water districts, OCJP grants, self insurance pools, joint power authorities and has <br />also performed numerous compliance audits in accordance with the Single Audit Act, childcare <br />regulations, TOT regulations, AQMD regulations, franchise requirements, RDA compliance, and <br />other special projects. Additionally, the Firm has significant experience in bond offerings, post <br />closure landfill costs, and recent changes to redevelopment agency reporting requirements. <br />Most of our governmental clients currently receive the Governmental Finance Officers Association <br />(GFOA) award for reporting excellence. <br />The Firm is a member of the Private Companies Practice Section of the American Institute of <br />Certified Public Accounting (AICPA) and received a positive peer review report on its system of <br />quality control. The Firm is also a member of the AICPA's Governmental Audit Quality Center. <br />For over twenty years, Ms. Carmen Wilson, the Engagement Partner assigned to the Bureau, has <br />been leading and participating in audit and accounting engagement for a various types of <br />organizations (non profits, municipalities, benefit plans, commercial interest) in a variety of <br />industries (health care, government, transportation, manufacturing). Ms. Wilson will be on -site <br />during portions of the engagement coordinating the audit process, supervising the audit staff, <br />gaining a hands -on understanding of the Bureau processes, and benefiting the Bureau with her <br />broad professional experience. We have found that this continued effort at the partner level <br />benefits the Bureau and the Firm. <br />The professional staff assigned to the Engagement are qualified and experienced. Each individual <br />of the Engagement Team has several years of experience and has conducted or participated in <br />numerous municipal audits of various sizes. Their understanding of governmental operations and <br />the various authoritative guidelines will provide the where - with -all to perform the audit in an efficient <br />and effective manner with minimal disruption to the City's finance department. <br />Caporicci & Larson, CPAs <br />
