F. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />March 19, 2012 <br />SUBJECT <br />Approve the Newly Created Boards, Commissions and Committees' Handbook <br />RECOMMENDATION <br />Adopt by motion the newly created Boards, Commissions and Committees' Handbook <br />and authorize City Clerk to make amendments thereto as needed <br />BACKGROUND <br />The City Council directed staff to prepare a Boards, Commissions and Committee <br />(BCC) Handbook to better assist BCC members perform their duties and understand <br />their roles. <br />ANALYSIS <br />Per City Council direction, City staff worked to compile a document that is <br />comprehensive and informative for current and incoming members of BCCs. The <br />Handbook was reviewed by a variety of staff members and also three BCC members <br />who provided input from a user's perspective. <br />Since the idea is for this document to be available electronically, staff is requesting <br />authority to alter some of its content when the need arises without Council approval. An <br />example is if there is a change in any of the current mandatory requirements for BCC <br />members, staff would consult with the Mayor and implement such changes without <br />formal action. The changes would also be reviewed by the legal department prior to <br />revisions to the Handbook. <br />The newly created Handbook outlines the responsibilities and compliance requirements <br />for Boards, Commissions and Committee Members. It touches on myriad topics from <br />Form 700 to parliamentary procedures and its mail goal is to promote and reinforce <br />success of this group of Council appointed volunteers. <br />ALTERNATIVES <br />Council could see no value in this publication and deny approval. <br />Council could provide revisions to the document. <br />
