F. - Page 16 <br />• Ensure that literacy remains a core value and a long -term guiding <br />principle; <br />• Help create, approve and review the strategic plan; <br />• Act as a community liaison and Library advocate by actively soliciting <br />community input and providing feedback to the public concerning Library <br />policies and services, as well as issues being considered by the City; <br />• Seek collaborative opportunities to cultivate partnerships, raise funds and <br />recruit volunteers; <br />• Enthusiastically represent the Library at the community and regional <br />levels; and <br />• Review and comment on the Library Director's proposed budget prior to <br />submission to the City Manager and City Council. <br />• Parks, Recreation, and Community Services Commission (consists of <br />seven members, four -year term) <br />The Parks, Recreation, and Community Services <br />Commission was established in 1945. This is a quasi - <br />judicial body due to some appeal responsibilities. Duties <br />and responsibilities of the Commission, as designated by <br />City Council, include: <br />• Advise City Council in policy matters pertaining to <br />the acquisition and development of parks, and the <br />formulation of a recreation program to meet the <br />needs of residents; <br />• Periodically review and make recommendations on the Recreation and <br />•® Planning Commission (seven members, established by Charter, four -year <br />MEN <br />®® ®1 <br />The Planning Commission was established by Section 17 of the City <br />Charter. The Commission consists of seven members, appointed by the City <br />Council for terms of four years each. The Planning Commission is a regulatory <br />body and a quasi - judicial body. The Commission makes land use decisions for <br />the City based on its review of the City's General Plan and other focused plans, <br />such as the Zoning Ordinance, Downtown Precise Plan and Specific <br />Plans. These decisions include review and approval of development projects, <br />including supporting environmental documents. The Commission also hears <br />appeals of land use decisions. Additionally, the Commission makes <br />recommendations to the City Council on issues related to the General Plan, <br />13 <br />_.. - N <br />
